The PMCPA is conducting a public consultation on proposed amendments to its Constitution and Procedure

The deadline for responses is 21 September 2026.

The aim of these targeted amendments to the PMCPA Constitution and Procedure is to further modernise and strengthen the complaints process, to ensure a robust, proportionate and effective system of self-regulation. The proposed reforms we are putting forward for consultation seek to safeguard the transparency of the complaints process, ensuring all parties can participate fully, whilst always having regard to the overriding objective to ensure cases are dealt with fairly and justly while protecting patient safety.

Proposed changes and how to respond to the consultation:

·       Please provide your comments on our proposed changes, and any other comments on the Constitution and Procedure, using the MS Forms survey here

We encourage you to collate your comments outside of the MS Forms survey and, when ready to submit your full response, copy your comments into the appropriate section of the Form. We request that companies and organisations coordinate internally and submit one response on behalf of the company/organisation.

The PMCPA will only accept responses to the consultation submitted via the MS Forms survey. Each question within the Form has a maximum limit of 4,000 characters.

Next steps

All submissions and suggestions will be reviewed and considered as we develop the proposed new Constitution and Procedure. This will then be provided to the Code of Practice Appeal Board and the ABPI Board, together with an anonymised summary of the comments. The respective Boards will be required to agree the final proposals, which will be then considered at a general meeting of ABPI Members for approval.

Our published response to the consultation, in which we will provide an overview of the responses received, will not include any personal data. However, please be mindful not to share any information in your response which you would not be happy for us to make publicly available. Once approved, the revised PMCPA Constitution and Procedure will be published on our website.

This consultation is separate from any proposed update to the ABPI Code of Practice, on which we expect to begin industry engagement later in 2026, with the main work taking place during 2027.
